If clean water is “fundamental to the citizens of this country” why isn’t it properly protected by law?

If  “there is nothing more fundamental to the citizens of this country than clean water,” then why, oh why, have you failed after decades of mis-government to properly protect it by law, Mr Attorney-General?

The gastro outbreak in Havelock North which sickened more than 5,000 in August 2016 “is unacceptable for a developed country,” the government has finally admitted.

Attorney-General Chris Finlayson, who has just woken up from his Zombie state hibernation, has told all councils to take note of the official findings [or else what?] of an initial report that has criticised Hastings District Council and Hawke’s Bay Regional Council for failing to safeguard the town’s drinking water.

“All local authorities need immediately – not wait until Stage 2, immediately – check their processes. There is nothing more fundamental to the citizens of this country than clean water.”
