Rape Awareness Week began yesterday and a lack of reaction from all quarters has sparked comment from an organisation which provides sexual violence prevention programmes.

Rape Prevention Education (RPE) director Kim McGregor said the sexual abuse of children was occurring daily around New Zealand and silence was a big reason why it continued.

“Where is the public outrage about the rape of our children and young people?

“It is Rape Awareness Week so where are the government statements, policies about how they intend to tackle the extremely high levels of sexual violation of our children and young people,” Dr McGregor asked.

She said offenders stayed quiet to avoid punishment while children and families were silenced by guilt, fear, threats or confusion.

“Most sex offenders are living with us and our children in our communities because less than 10 percent of crimes of sexual violence are reported to police, and of that small number only about 10 in 100 cases will (see) the sex offender convicted.”

Dr McGregor said it was up to communities to protect children.

RPE, along with survivor advocates Louise Nicholas and Aaron Gilmore, is using Rape Awareness Week to launch a fundraising campaign to help combat sex violence and abuse.

The organisation estimated that a $3 donation would help them educate one New Zealander about how to identify the warning signs of predatory and grooming behaviour and how to safely respond.—NZPA

    Hi, I live in the US. I like to read about what is happening in other places as a social comparison. I have been outside the US to two other countries. My take on the whole sadism/sex/rape is that people have lost their empathy for other people. Here in the US, a large portion of the country seems to like to make fun of anything “liberal”. Well “liberal” in the US equates to sympathetic to others. I don’t know how the so called Christians running the country ever managed to twist Christianity to meaning that the wealthy keep getting wealthy when Jesus was poor and unpopular politically with just about everyone, but there you have it. As far as the US being worse, no, doesn’t look like it to me. I never would have guessed a country about the size of one of our states (like Texas) would be having problems like child rape and men raping other men. Actually, other than prison mates, I hardly see the US’s gays as the raping type. But anything is possible. As far as bestiality, that’s been around since the bible (look in Leviticus) so nothing new there other than now it is considered cruelity to animals. However, I personal, while not condoning the act, find bestiality a lot less cruel than the common US practice of grinding baby chicks alive. That anti cruelty click has truly given me nightmares.

    I am sure it will not be long, as economic problems plauge the world and the US slips in its top nation status that we will lose our freedoms including those of listening in on other nation websites.

    But for now, my opinion is that there is no place where community is left and where ppl really care about others. I keep searching.

    You realize in line with this topic, that New Zealand is the only country I know of that has “Child Abuse” as a regular section or topic in its national newspaper?

    And it is kept separate from “Crimes’ apparently because child abuse is either not considered a crime by the editors, or is so rampant that it merits its own category.

    The man was a church official at the time, prompting Christchurch District Court Judge Stephen Erber to highlight the hypocrisy of his conduct – working with Christian youth while abusing his daughter from the age of five to 11 years, Christchurch Court News website reported.”


    “He would make her pray with him for forgiveness after the sexual abuse, but she knew she had not done anything wrong.”

    Three years is all he got for his handiwork? In my opinion 30 years would be a nice start.

    A former Taupo bus driver has been jailed for nine years for raping and indecently assaulting a girl under the age of 12.

    David Triggs, 63, had admitted representative charges of indecent assault, unlawful sexual connection and rape and was sentenced in Rotorua District Court this week, the Rotorua Daily Post reported today.

    The offences took place between July 1997 and August 2000 in Palmerston North when girl was aged between seven and 10. (NZPA)

    Police fail child abuse victims, report finds

    Hundreds of children reported as being sexually abused by family members were failed by police through delays, poor investigations, and improper filing, an unprecedented inquiry by the Independent Police Complaints Authority has found.

    A backlog of more than one hundred child abuse cases in the Wairarapa in 2006 sparked the nationwide investigation three years later, which has led to police revisiting 7000 child abuse files over 25 years.

    The final IPCA report into police child abuse investigations, released today, said five police employees had been investigated and cleared of misconduct, six other code of conduct investigations were completed and seven were yet to be completed.

    A disciplinary committee will make decisions when all the investigations are complete.

    “The authority has concluded there were serious failures in the police investigation of child abuse, which must never be repeated,” Authority chairwoman Justice Lowell Goddard said today.

    After one part-time Wairarapa detective was found to be holding over one hundred child abuse files, police conducted a 10-year review of child abuse cases in the Wairarapa that found 49 filed cases required further investigation.

    The review was part of a Wairarapa operation that resulted in 41 prosecutions of child abusers and the convictions of a “number” of individuals, the Authority said.

    It found that no other area’s child abuse failures were as “acute” as the Wairarapa’s.

    “The lack of timely and professional service was undesirable, unjustified and unfair to the child victims. As the Commissioner [Howard Broad] has appropriately acknowledged, this was ‘a significant service failure’,” the Authority found.

    In the subsequent nationwide investigation, 186 files exhibited sub-standard police work.

    “Of the 186 files, 130 were sexual offending, 153 where the victim was a child at the time of the offence and in 128 cases the identified perpetrator was a member of the victim’s immediate and wider family,” a police report on the revisited files found.

    Police were not assured if they had protected victims in 346 further cases, assessed electronically.

    The vast majority of these files had now been finalised.

    The Authority took evidence from the country’s 12 District Commanders during its investigation.

    While Auckland City and Counties Manukau were assessed as being “model” districts with minimal files that required a revisit, other districts such as Waikato and Bay of Plenty recorded the highest number of serious failures.

    In one Bay of Plenty file, an offender had disclosed sexual offending against a family member, but police did not investigate for 11 months.

    However Justice Goddard said police had responded positively to the first part of her report, released last May, and said it was imperative that child abuse cases must be reported to police.

    “The public can have every confidence that police are committed to ensuring a consistently high standard of service in the investigation of child abuse,” she said.

    In the course of its inquiry the authority heard from many dedicated and committed police officers, and was confident that they were representative of the majority of officers involved in child abuse investigations, she said.

    Police Commissioner Howard Broad said today police were committed to ensuring a consistently high standard for child abuse investigations.

    Police managed 5000 to 6000 cases of child abuse every year, he said.

    “The Authority’s inquiry and our own investigations show that the vast majority of these investigations are being dealt with in a timely and proper manner. In every case the safety of the child was paramount and care and protection issues were found to have been addressed.”


    41,847 documents were reviewed by the IPCA during the inquiry.

    The documents amounted to more than 146,508 pages.

    55 hearings were conducted under oath.

    These were supplemented by a further 33 interviews.

    Operation Hope assessed approximately 550 cases of child abuse.

    At least 41 child abusers were prosecuted, with a number of individuals receiving lengthy custodial sentences.
