Ex-army sergeant jailed 10 years for raping girl, 4

A former army sergeant who raped a pre-school girl was jailed for 10 years today.

Alexandre James Pancheri Harpur, 40, will not be eligible for parole for at least six years, after being sentenced by Justice Alan MacKenzie at the High Court in Palmerston North today, The Manawatu Standard reported.

Harpur pleaded guilty to raping a four-year-old girl in 2005, four sexual violation counts against the girl, one charge of attempted unlawful sex and 12 of making objectionable material.
Justice MacKenzie told Harpur: “A lengthy period of imprisonment is necessary to protect the community from you. Offending of this sort against young children can have life-long consequences for the victim.”

The justice department figures say only nine per cent of sexual offences are reported to police. It’s a huge assumption for you to twist that to say 91 per cent of rapes aren’t reported. How do you know every unreported offence was rape?

The figures were collected by a random survey asking people to share incidents they thought may have been a crime. It makes more sense to assume the majority of offences were minor, considering the victim wasn’t even sure that whatever happened was a criminal act.

    @ James
Ken Clearwater, the manager of Male Survivors of Sexual Abuse Trust, believes one in three boys in NZ are sexually abused.
    The rest is simple arithmetic.

    p.s.

“A Massey University survey released this week showed 28 per cent of 16- and 17-year-old girls were binge-drinking, downing at least 8 standard drinks in a typical drinking session.”

“Police are having to shelve sexual assault complaints because witnesses are too drunk to remember the details.

“Sometimes it is so bad that they can’t remember anything, nothing at all about the sexual assault,” Detective Senior Sergeant Mark Greene of Hamilton told the Weekend Herald.

In 2010 NZ had 25.8 rapes per 100,000 and I counted 11 countries with a greater tally and that is with incomplete data for the year 2010 from some countries and some of those had vastly worse statistics than NZ so your headline of “New Zealand has the highest rate of RAPE in the world” is BS.

Quote”You can keep your head between your legs and ignore the facts:”

So do you think that the 11 countries with a greater tally than NZ have a hundred percent reporting of crime. Sorry you didn’t show a lot of intelligence in that post and that is typical of people that attack the messenger and not the message.
The fact is if a rape is unreported how on earth can they come up with the figure of only 9% of rapes are reported.
In no way do I condone rape or any crime but I also don’t like false and sensational reporting.

[You mean how the government arrived at the figure of 9%?

Based on what I hear from numerous sources, I can also add in 99% of the time, the NZ Police let the criminals get away with it!

New Zealand is still in the top 5 – Top 5 Countries with the Highest Rates of Rape

    https://uk.news.yahoo.com/top-5-countries-highest-rates-rape-163432853.html

“New Zealand The recent scandal of the “Roast Buster” exposed the truth about rape in New Zealand.

A group of boys from West Auckland, calling themselves “Roast Busters”, targeted often underage teenage girls, plied them with alcohol and then gang-raped them.

The videos of the sexual assaults were then uploaded to social media sites.

Sexual assaults rose 15% in a year, and at schools the number doubled in 2012, according to the New Zealand Herald.

In 2011, police recorded 3,466 rapes and related offences, up from 3,016 in 2010.

According to UN, the rate of rape cases per 100,000 inhabitants was 30 in 2011.”

    For the record…

New Zealand female MPs thrown out of parliament after raising sexual assaults
Women had sought apology after comments on rape by prime minister John Key

Several female MPs were ordered to leave the New Zealand parliament on Wednesday after their declarations that they had been victims of sexual assault were ruled out of order by the speaker.

The women’s intervention came after prime minister John Key on Tuesday accused opposition Labour and Green MPs of “backing the rapists” in a row over the detention of New Zealanders by the Australian government.

Opposition politicians had raised concerns in parliament over the detention of New Zealand citizens awaiting deportation after the Australian government cancelled visas for those convicted of certain crimes.

Mr Key went on a tirade after being questioned by Labour leader Andrew Little, telling Mr Little “you back the rapists”, before being cut off by the speaker, David Carter.

“Some of the [detainees] are rapists, some of them are child molesters, and some of them are murderers,” Mr Key said.

“These are the people that the Labour party are saying are more important to support than New Zealanders who deserve protecting when they come back here.”

Mr Key told Labour MP Kelvin Davis, who has said the detentions make a “mockery” of the Anzac relationship: “If you want to put yourself on the side of sex offenders, go ahead my son, but we’ll defend New Zealanders.”

An estimated three-quarters of Labour MPs walked out of parliament directly after Mr Key’s comments on Tuesday, along with several Green members.

Mr Key told the house and New Zealand media that he stood by his comments.

    Deportations
A number of New Zealanders are being detained on Christmas Island after the Australian government introduced a retroactive law requiring the deportation of overseas citizens convicted of crimes carrying a custodial sentence of more than a year. Some New Zealanders affected by the change have lived in Australia for several years and are appealing the decision to deport them.

On Wednesday, Green party co-leader Metiria Turei told the speaker that as a survivor of sexual violence she was deeply offended by Mr Key’s remarks: “As the victim of a sexual assault, I take personal offence at the prime minister’s comments, and ask that you require him to withdraw and apologise.”

Her comments were echoed by Green MP Catherine Delahunty, who was told by the speaker to stop and sit back down.

When other female MPs, including Labour’s Nanaia Mahuta, Clare Curran and Megan Woods, along with Green MP Marama Davidson repeated the call for Mr Key to apologise with reference to their own assaults, Mr Carter ordered them to stop, saying they were “flouting the rules” by claiming to make points of order.

Mr Carter said he had not heard Mr Key’s comments clearly at the time and it was too late to demand an apology.

Despite the warning, MPs continued to stand to urge the speaker to take action.

Green MP Marama Davidson was then thrown out of the House, followed by Poto Williams. At least eight others then chose to leave the debating chamber.

They were joined by four male MPs, including Greens co-leader James Shaw, and are demanding Mr Key apologise for his comments.

Ms Delahunty said the MPs had walked out on behalf of women around New Zealand. “We’ve walked out because every woman in this country needs to know that women parliamentarians will not put up with this,” she said.

“We will not stand by and allow this to be bandied around parliament – this kind of abuse of people and way of approaching rape is simply unacceptable, and the prime minister has to be held to account.”

The MPs who walked out are being widely praised on social media and Wellington Rape Crisis said it supported the MPs’ action.

Excerpts from BBC report – https://www.bbc.com/news/uk-48095118

Recorded rape offences have been rising in England and Wales, but the proportion of offences making it to court has fallen significantly over the past few years.

The Crown Prosecution Service (CPS) decides whether cases investigated by the police go to trial. In September 2018, it said the proportion of reported rapes being prosecuted had reached their lowest level in a decade.

In the year to December 2015, 14% of rapes recorded by police in England and Wales led to a criminal charge. That’s compared with 17% for all crimes, according to Home Office figures.

By December 2018, the proportion of rapes leading to a charge had fallen to under 2%, compared with 8% for all crimes.

During the same period, the number of rapes recorded by police rose from 29,385 to 41,186 – a 40% increase.

In 2007, there were 13,774 recorded offences of rape, so there has been a tripling in numbers in a decade.

There was a particularly significant fall in cases making it to court between 2016 and 2017, from 8.1% to 3.3% in a single year.

Father who raped young daughter jailed for at least nine years
    Jun 03 2020
A 46-year-old father has been sentenced to 18 years’ jail for sexual offending, including repeatedly raping his young daughter.

The offending came to light in 2018 when the Christchurch man, whose name is permanently suppressed, was on trial for other sexual offending, including rape, against a stepdaughter and another relative between 2000 and 2002. He was found guilty and sentenced to 13 years, six months jail.

On Wednesday, he was sentenced on a further four charges – one of indecent assault and three of sexual violation by rape. The offences occurred in 2015 and 2016 when the victims, his biological daughters, were under seven.

Judge Alistair Garland said the totality of the offending (including the abuse between 2000 and 2002), deserved a sentence of 20 years’ jail. He reduced the 20 years by one year, 11 months for the time the man had already served.
