More than 100,000 New Zealand kids were made wards of the state, and many now say they suffered sexual, physical and psychological abuse, while in the institutions.

“This week, some of the survivors presented a petition at Parliament calling for a public inquiry,” said a report.

“[It] would be inconsistent of me to publicly and enthuse support for a [new independent complaints system] when actually we don’t exactly have clean hands ourselves,” said Children’s Commissioner Judge Andrew [“Shady”] Becroft.

“We were part of the process that should’ve stopped it.”

Dr Angus, the so-called Children’s Commissioner, recently rejected the call for a campaign focused on preventing child abuse.  In sharp contrast to his predecessor’s position, he said, that isn’t the way to go.

“I think there are considerable risks around a campaign that focuses entirely on child abuse and neglect. . . the risks are that you turn a whole lot of people off, ” he said.

“I think the way in which keeping children safe secure and well nurtured has been built into that (It’s Not okay) campaign and the focus on how (the community) can contribute to keeping children safe and secure is in fact the best way to go as a social marketing campaign.”

While former Children’s Commissioner Cindy Kiro had advocated for a campaign to prevent child abuse,  Dr Angus has refused to support what he calls, “that sort of `let’s pick off the different population groups’.”

“Population groups,” indeed! New Zealand has the highest rates of child abuse including death from maltreatment (physical abuse and neglect) among OECD countries.

On Tuesday another whitewash inquiry was set up to investigate how police nationwide have failed to deal with child abuse cases.

“The authority has established a dedicated team of investigators and lawyers focusing solely on this inquiry,” authority chair Justice Lowell Goddard said today.

“The authority has received evidence that there have been delays or issues with management of child abuse cases in districts other than the Wairarapa and is therefore treating this as a nationwide inquiry.”

Enter another of the despicable character in New Zealand “politics,” Judith Collins, the police minister.

“It’s one of the problems that I’ve inherited and I’m very pleased to see that at least something is done,” she told Radio New Zealand.

“There is no excuse for our most vulnerable New Zealanders, children, not having these cases investigated properly and I’m very aware that when police deal with these cases, they are very concerned to make sure that they do their best.”

According to a 2003 report by Save the Children, the cases of [reported] child abuse in New Zealand (1.2 deaths per 100,000) are about 12 times higher than Spain (0.1 deaths per 100,000 children), 3 times higher than the UK (0.4 per 100,000) and twice the number in Australia (0.7 per 100,000).

Experience of other countries show that at least a half to two thirds of child abuse cases are unreported, or go unregistered.

The rate of child abuse deaths in New Zealand may have more than doubled since the 2003 report by Save the Children.

Epidemic Violence and Bullying in NZ Schools

Fear of bullying is stopping some children getting an education —Children’s Commissioner

“Bullying is a problem in all schools,” Commissioner  said in a report which will be released at a school violence summit in Wellington, March 16, 2009.

The report was prepared amid “indications from all quarter”‘ that school violence was affecting the welfare of a many students, she said.

“Calls to my office, our engagement with children and young people, the Office’s Young People’s Reference Group and media coverage of some severe incidents indicated it was timely to do an independent inquiry into peer bullying, violence and abuse,” she said.

The report recommends changes to the school system and offers a “comprehensive guide to understanding and successfully dealing with bullying and violence in schools”, Kiro said.

Bullying transcends beyond the school gate by way of Internet and cellphones., she said.

The following excerpts are from her comments on the report:

“Students cannot learn effectively if they are physically or verbally abused, victims of violence or bullying, or if their school is unsafe,” she said.

“The extensive reach of these forms of bullying often mean the victim gets no respite and the bullying is not restricted to time at school but is ongoing.”

“This report is not to blame and shame. While there are indications that some schools are not dealing with this problem appropriately, more schools than not are committed to providing a safe environment and have clear whole school policies and procedures to ensure the issue of bullying is addressed,” she said.

“This inquiry is focused on the way forward, with solutions and equipping teachers and schools with information on how to deal with bullying when it happens.”

“We stress that aggressive, violent and bullying antisocial behaviour will only be effectively reduced when the intervention involves an ongoing commitment at multiple levels,” Dr Kiro said.

“New Zealanders have a high tolerance for violence and while schools cannot be responsible for the ills of society, schools can make a difference in how violence is dealt with.”

Education Ministurd Anne Tolley reported said  that there was no easy solution to bullying, however she has read the report “with interest”.

Bullying in New Zealand Schools Highest in OECD

“It appears that we do have high levels of physical and emotional bullying in New Zealand schools in comparison to other countries. This is historical. We’ve had this for quite some time in our schools.”Children’s Commissioner, Cindy Kiro.

“The effects of bullying are massive. We’ve had cases at the most extreme where young victims have actually taken their own lives.” She said.

“I’m going to try to get a sense of how widespread it is. The whole point is about how we build a culture of non-violence towards children. That includes at home, in schools and other community settings.”

Isn’t the pathetic whitewash of the cognitive dissonance glaringly obvious?

Bullying is an indispensable part of New Zealand’s national psyche. Violence is the bedrock of their existence. The culture of bullying and violence is New Zealand’s life insurance policy.

Other than by bullying and violence, what other mechanisms does New Zealand Children’s Commissioner suggest to prolonging their illegitimate and illegal occupation of Maori land?

How could New Zealanders bring up their kids to be upright, moral, courageous, exemplary, even, heaven forbid, normal citizens, while they live off stolen property and immoral earnings?
